Construction has topped out on Plano’s tallest tower

The tallest tower in Plano’s $3 billion Legacy West has topped out.
The $100 million, 29-story LVL29 apartment high-rise started construction in early 2017 next door to Liberty Mutual Insurance and JPMorgan Chase’s new office campuses.
